10-13 US states have decriminalized marijuana in one form or another, making possession of small amounts of a civil rather than a criminal offense. Larger amounts are still treated as a criminal offense as it suggests an intent to sell.

Sounds pretty similar to the Canadian legislation to me. Perhaps the Bush administration should take it up with those states that have decriminalized pot, before trying to dictate domestic policy to us.
