Many of Baghdad's basic services weren't knocked out by the U.S. military, Morehead of Fuquay-Varina said in an e-mail message. Two of the three sewage-treatment plants, for example, haven't operated for some time. One of those hasn't worked for 10 years.

Wait until the end of the semester, Scott....The class on reconstruction just started 5 weeks ago.

I have to agree with that article, much as it pains me. It's pretty clear this administration was not prepared with a post-victory restoration plan designed to preserve order and security until some semblance of governmental structure could be initiated.

I also SEVERELY fault them for not stepping up to the plate and putting some of these Iraqis to work cleaning up the cities, collecting the garbage, and working in their civil service positions.

We're supposed to have already "graduated" after years of experience in such matters. But it seems that some of our military leadership has to relive history's lessons for themselves, rather than learning from the past.
