They think that a combination of military force and advertising ("political") rhetoric can solve anything and everything. If you discuss something, you give it legitimacy, you help keep it alive. What they do works here in the US, they think it will work anywhere in the world. They forgot that advertising doesn't carry well internationally. Cultures are too different. Ad campaigns that work in the US almost always flop abroad.
