I have not heard of children being targeted by assassination, only leaders and members of Hamas and other terror organizations. Even the infamous picture of the boy who was supposedly killed by IDF in his father's arms may ultimately turn out to have been killed by Palestinians, not Israelis. For an intelligent discussion of this topic, read the latest issue of The Atlantic Monthly. Very good insight on the problem. As far as Sharon saying one thing and doing another, I think that can be attributed to the Palestinian leadership saying they will do everything they can to stop the suicide bombings...only to have those utterances rendered completely useless as another busload of Israelis is blown up.
