Yogi, Beurocrats are like herds of water Buffalo. When attacked they form rings to protect the weaker one and outsiders face rows of horns. SAme level of intelligence. The only cure is to periodically disband an institution after 10-20 years and move the assets to a new holding corporation who can then hire to fill need from all people, not just the old cronies. France does this and it is the only way you can do it. Set up an organization and hire for a 20 year period. Tell them after 20 years the job is gone. As each year goes by hire for 1 less year. As the time expires you will know the dead wood and they do not get hired by the new company. Bill
