What does NC Democratic Senator Edwards backing a cabinet-level domestic spying agency that doesn't exist (and probably never will, as far as I can tell) have to do with my question to you? Hey, don't get me wrong - if you want to slam Edwards, have at it and I'll cheer you along, but you're getting a bit off the subject, which was the Patriot Act.

BTW, there's a link on that page praising legislation in the Senate proposed 2 1/2 months ago by Grassley, Specter and Leahy titled the Domestic Surveillance Oversight Act of 2003, which is intended to beef up congressional/public oversight of domestic surveillance activities for intelligence purposes under FISA.

But I digress. Are you going to answer the question?
