I believe, somewhere I read in France during ww11 40,000 French citizens killed each other fighting over items,, looting etc.

It appears the problems are mainly in Baghdad and no where the numbers of citizens killing each other like prior wars.. Let's hope we can get our hands around this quickly...

You may be right. But at some point in the not too distant future it will become a war crime.

Whose war crime, Kyros? If you commit a murder and I am unable to stop you, is it your crime or mine? Why do you have the implicit assumption that the US, and the US only, is responsible for everything?

Insufficient policing is a bad thing. But it's not a war crime.
