The recommendations in that report are being made to the fox in the henhouse. That’s always true of ICG reports. If the governments in question were able to implement the recommendations, the report wouldn’t be necessary in the first place. The reports are usually worth reading, though, just for the background information. Like any other source they can’t be taken as absolute truth, but they are usually better than most of the items appearing in the major media.
