Yes, others use funds available for regular infrastructure, jobs, education and healthcare. No wonder the present South Africa is fairly pissed at Mr Fagan, although 1-2%, even 20-30% of a lot of monies is still a dream. Not everyone has the luxury of some $10-20 billion just to sit tight, slowly spreading the buts

Throughout the 1970s and 1980s, Apartheid South Africa and Israel were close military and political allies. So it is saying something when even Israel's former Apartheid friends are telling it to see reality in a different way.
