RC, I think your broker may be misleading you or his rule is specific to his firm. You have to put up margin, but not cash, to sell short. I have clients who have nearly zero cash, but lots of marginable securities, and they can sell short. Though I can't use individual foreign bonds, I regularly use FCO as collateral. However, the cash generated by the short has to be held in dollars.

Hard to hold an account in other countries these days,.... computers are insidious. Probably not worth the risk.
