And Missile Defense capabilities ALREADY exist Ray.. There are several versions being explored, but the PAC-3 and PAC-4 patriot systems are doing a pretty effective job ALREADY.. I mean.. do you know how a Patriot Missile tracks, targets, and intecepts an incoming missle?? It does it HEAD-ON, not from behind. And the reason it does so is so that the incoming warhead, not the booster, is destroyed. Can you even begin to contemplate how difficult a task that is to achieve, considering the closing speeds involved between both missiles?? And that technology came DIRECTLY from the research which has been conducted over the past decade since Desert Storm. And they have integrated it into a missile that was originally designed for intecepting ONLY aircraft. What significant about international cooperation in a global missile defense system is that roque states such a North Korea will suddenly find little, to no, advantage in investing in nuclear weapons capability. Even if they have it, they will not be able to carry out a credible threat of using them when it is almost guaranteed they will be intercepted and their own nation targeted for a potential nuclear counter-strike. We don't have to hit 100% of the missiles. Because no nation outside of the US, Russia, and China have sufficient quantities to tax such a system. THAAD is a perfect example of such a more moderate cost system (as opposed to "star wars" laser systems).. acq.osd.mil Station a number of Aegis cruisers, or Arleigh Burke Destroyers around the flight trajectory of the target roque state and you have the ability to project considerable prophylactic deterrence, and hopefully cause that government to rethink their willingness to initiate an attack.
