It doesn't make sense. Tito was much more powerful than Milosevic and that did not destabilize the region.

The real incentive for intervention in the Balkans was that their war would lead to a direct conflict between Turkey and Greece with a Balkan civil war in the middle, and that would be destabilizing to Europe and NATO.

Probably one reason for our actions was simply the demonstration effect. Any show of force scares the rest of the world.

Any time I try to understand a Balkan conflict, I get a headache. -g-
