You are so right. For enterprise software implementations, my feeling is the success or failure of a project depends largely on whether a set of "technofunc" business analysts exist on the team or not. These are people who understand business AND the implementation tool (SAP or whatever). Whenever you try to separate out the pure business skills and the "coding", so to speak, its a disaster.

Sure you can throw more bodies at a problem if they are cheaper. But that doesn't mean you get the result you want. And if you've only got a few individuals capable of performing the tech lead function, you are actually WORSE off if you toss bodies at the problem. The old "mythical man month" issue.
