Actually, the HSS speaker would be more than likely to be on one or the other light poles on either side of the crosswalk, or perhaps on both. But you're right, municipalities aren't exactly long on cash at the present moment.
A Japanese team did a study on it some long time ago, think it's waaaay back on this thread somewhere.
