What do you think of the dummied up tests where they actually put homing devices into the targets, or the ones where they had to heat up the bogies so that they could be spotted by the infrared sensors on the interceptor missiles? Do you know of any real enemies who would be so helpful to the U.S.?

Doesn't it just curl your short hairs that these tests are the essence of phoniness?

Answer me this: Why did Rumsfeld decide that NMD should be unauditable, classifying all the costs and making the program totally opaque to Congressional oversight? Isn't this a huge red flag about a total boondoggle gone mad?

What seems to be the "big difference"?

There's a big difference between deterring a nation like Russia or China who, even under Communism, acted rationally according to strategic gamesmanship.
