So changes are needed, which introduces uncertainties, and I never appreciated having to move to different jobs assignments while working.

I think you have hit it with State not having to face up to changes due to 911. It has been "Business as Usual" there. Powell saw no need to shake the place up, obviously, and will not do so under pressure, it would make him look bad.

I expect Powell to resign after Bush is re-elected. He will not do so before, he is too good a soldier. I just can't see him staying as Secretary of State for eight years. I hope Bush can find a "New Broom" to change the structure over there, and do some house cleaning. John Bolton is in line for it. Or Douglas Feith.
