Chinese are known to live in the west as early as the early 19th Century, and large numbers migrated as a result of the California Gold rush. The first Chinese were hired by the Central Pacific Railroad in 1865, and were living in California at the time. They were hired by the railroad merely because the Company had difficulty filling its manpower needs (not as strike replacements). The Central Pacific, employed both White and Chinese crews.

Chinese were hired and used to break strikes though, but it should be noted that Many Unions refused to allow Asians, membership till the 30's (there were records of Chinese Railroad crews striking for equal pay). This means if an Company a Union labor contract, asians were not welcome to fill those jobs.

The immigration of Japanese (after Chinese immigration) came after the construction of the railroads and were mostly agricultural workers.

It should be noted that East Indians were also denied rights, among them the right to become a Naturalized Citizen (the courts recognized that Asian Indians were caucasian, but that they were not "white" - and therefore were not elgible to become citizens).
