No they are semi-autonomous reservations. As that web link you posted points out the US Congress can pass legislation overriding Indian law i.e. they do not have independent government therefore they are NOT sovereign within the true meaning of that term. Nor do they have power to enter into relations with foreign states, this right having been ceded to the US government.

They are, therefore, not states. Independent government and capacity to enter into relations with other states being necessary criteria here.

Not really. Monaco has an independent government and France cannot very well pass legislation overriding Monegasque laws. Not so for Indian reservations in the US. The only similarity is that this little principality has no way of protecting itself, and hence is in a pact with France re foreign affairs.

So the answer is Indians have basically the same rights as everybody else.

I don't understand what you are talking about, since we already agreed they don't pay tax and that they have the liberty to capitalise on gambling, something rather frowned upon for US citizens.

In any case, if we recall why this conversation started in the first place, even if one is to assume that Indians have "the same rights as everybody else" in the US, they are far better than the Palestinians living under Israel's rule, I guess you would agree.
