There is something I don't understand about the premise of the author. He says that since so many countries hold an excess of dollars they have no choice but to invest them in the USA. Why couldn't they simply invest in other countries by selling their excess on the currency market and buying stocks, bonds of other countries? There seems to me to be a hole in the logic of the article.
