Why hasn't it, then? Let me answer that one for you - Because France benefits from the existence of Monaco as a separate entity.

Democacy is a difficult thing, no doubts about that, and a catch-22 gerrymandered
2-party system makes evolution even worse.

Luckily not even Bush wants a 2-party system in neither Iraq nor Palestinia.
(let's just hope USA does not demand anything similar to those few party-list
systems also left, although they are not in a state of cacth-22)

However, remember that the 2-party gerrymandering "has served USA well", could
be much worse..

For example, there is little reason to vote if the districts are gerrymandered
vith enough skill.
