That is normal, in those countries it is called bakshish.
When you have to buy for $100, the salesman tells you it costs $250 but can arrange the deal for $200.
You are happy with a 20% discount, the salesman is happy and will be your friend.
But tell him you are paying for customs paid, coz customs would want $50 of your goods.
Which could be lost in the transport,....

You need a good middleman in the Middle-East.
