The Baker Institute report on Iraqi reconstruction raised the possibility that there would be looting in the oilfields. I think the specific reference was to "localized" looting, so they didn't anticipate what happened, but the word "looting" was specifically used.

I recall reading at least one piece, I believe it was from a Heritage or AEI analyst, that specifically predicted massive looting. I'm pretty sure there were others, though at this moment in time I'm not going to start doing searches. I'll leave that to someone that's not relying on a slow and cranky 3rd world LAN.

I'm not so sure the subject wasn't raised here: maybe not looting specifically, but I'm pretty sure the possibility of a breakdown of law and order was raised. I think I recall using the word "chaos" a few times....
