This reference was simply used to illustrate how new technologies (or new applications of existing technologies like WiFi and WiMax) often do not have historical data to help investors evaluate their future performance in the market place. There are no specific equities with which to make meaningful comparisons given all the nuances associated with the wireless industry. This is often where QCOM investors get bogged down...they can often become enamored with the many detailed, technological advantages of CDMA and lose sight of larger economic forces (that impact ALL technologies). However, not all equities have the stratospheric expectations that QCOM has and this is why some are setting the FUTURE price target of QCOM below where the stock is at today.

"I think there is a lot of evidence today that the CDMA players are just approaching the starting line (WCDMA, 1X-EVDO and 1X1EVDV are just getting launched)."

There also seems to exist a great deal of evidence that there is little motivation or ability to run this 'race'. In other words, there is little demand for mobile data, carriers are overloaded with debt and QCOM wants everyone to upgrade ASAP to enjoy a windfall on chip sales. Doesn't seem to be happening in the time frames Wallstreet would like (hence when all other 'most likely to succeed' stocks were green last week, QCOM was noticeably red). Your statement, as written, is correct...they are just approaching the starting line. But one might also add, they have, in many cases, been waiting at the starting line for some time (hence the stock has been languishing). imho.
