It would be a big problem though. You could only do it during the morning hours. At night too many of its citizens are out trying to make a drug score. In the afternoon, people are hanging around the mail box waiting for the check. If not there, they will be out trading their food stamps for cigarettes and beer. If all else fails, they head to the soup kitchen. After a night of partying, then it is off to where ever they decide to flop for the night. This is why morning time is the only time your idea might work. The good people, the ones who work would have the opportunity to escape. Can you image the anarchy, when the people unaccustomed to work awake and find out and start hollering "who is gonna take care of me."
