You don't understand why the US doesn't want to transfer US military technology to non-allies?

It is/was ISRAELI radar technology. US says NO to Israel and India, whilst at the same time Raytheon exports radar technology to India. Go figure....

Oh, you mean recent allies like Pakistan (who was 1 of 2-3 countries recognizing Taliban), or recent non-allies like France Germany Russia (and obviously, India is on your list - the country which shared intelligence with US on Pak ISI events in the Afghan region).

And did you want to include New Zealand, as a non-ally because it did not participate in the recent war, and said "no nukes in our land" (which led to the downfall of ANZUS), but still sent 2 of its 3 frigates to the Gulf region to patrol for crooks like Al-Qaeda ?
