Because Milgram meant his point to be an argument that random humans put in the correct situation would obey authority even when asked to do outrageously immoral things.

And how is that different than what has occurred under the Baathist regime? There is an entire population that was either part of "the system", receiving favorable treatment in exchange for committing, or supporting, intolerable acts against other people, and then the victimized..

While there are always cultural differences, people will do what they believe gains their approval and acceptance by those in power... Because they rationalize it as "if I don't participate as the tormentor, I may find myself on the receiving end of such treatment someday"...

New Haven.. Baghdad... people are people... They have just been "indoctrinated" with different belief systems that help them to integrate into the society they live in..
