Take Moynihan out, and it might have been a success. The commission you refer to was a Clinton administration fraud. They packed it with enough socialists to make sure that the SS fraud wasn't exposed.

The way to abolish the fraud is to abolish the fraud. You don't NEED a commission.

You just need to get DEADBEATS like YOURSELF off the dole...
