A little interpretation please???

Am I understanding that PR correctly to mean that Newmont is tentatively offering 50 cents on the dollar for all outstanding debt and hedge positions as an alternative to permitting the subsidiary to enter into bankruptcy, where the debt holders and the hedge holders are likely to fare significantly worse? Is that about the gist of it?
