Surveys suggest that Americans figure inflation is running about 3 to 4 percent nowadays. Actually, the rate is more like 1.5 to 2 percent.

And "it could get precariously close to zero over this coming year," predicts Robert Gay, an economist with Commerzbank Securities in New York.

The truth is somewhat different. Large insurers and Medicare pay their negotiated contract rates plus a percentage of the un-paid bills of the uninsured, as well as a percentage of unbilled teaching time at certain hospitals.

This has led many facilities to bill the uninsured highly inflated amounts. A portion of the charges of those who do not pay will be paid by the insurance companies and Medicare. Medicare recently charged Tenent Healthcare with fraud for doing this in an overly-aggressive manner.
