Bush's Brain, i.e. Carl Rove, would never let Little George stoop to be caught castigating the lack of patriotism of Americans. That would be "off-message" in the parlance of public diplomacy, i.e. lying in public.

The M.O. has almost always been to have surrogates express the hate talk. Here's a treasure trove of Rove approved spoke-haters for the radical Right. You can be sure that they are all "on message", the one Bush/Rove really want Americans to hear and associate with the Bushista Junta:
