The Soviets and North Vietnamese created, armed, supplied, and directed the Viet Cong... Say what? -g- Regardless of this lie, the Phoenix Program was not targeting the Soviets or the North Vietnamese, it was targeting the South Vietnamese population. Which makes one wonder why you would bring up this red herring. Was that not imperialism on THEIR PART?? On a hypothetical level . . . it could be considered imperialism in the sense that our support for the Mujahedeen in Afghanistan was imperialism. Tom
