Civits have been around a long long time and never carried or transmitted the disease. Iraq's germ weapons labs experimented with dogs. China or North Korean? What do they use? My suspicion just centers around China being so restrictive to WHO access and information in the originating province and areas where this appears to have begun. In any event I suspect we will be seeing a re-play of this with another unknown germ or germs many times in the future. Its now just part of the dangerous world we live.
