I was talking about intervention on the part of CBs. If you want to call what various non-government entities do to support their speculations then I think you are misusing the word "intervention". You'd have to say everything any market participant does in the market "intervention" if you use such a loose definition. Whomever it is that does these things, it is the market as a whole which will determine where the dollar winds up going, it won't be any one group or group of groups that determines it. It will go where it needs to go to clear whatever excess has built up and it will even probably over shoot that level. That's what a market does in search of equilibrium..
