This morning, Briefing reported a sell side talk suggesting ORCL might win a Russian telco deal.

No clue...possibly short covering...or maybe big boys buying for their funds....did you look at level2? Rumors of them buying SUNW?? ( although I would think that would cause ORCL to go down, and sunw go up <ggg>)...and new news?
