I think it was Yemen.
It was Sudan, but that was before Osama had committed any terrorist acts. Unlike the current occupant of the White House, Clinton seemed to find it counter to American ideals to premptively capture or kill those who might be a threat but had not broken any U.S. or international laws.

The green light to 9/11 was when Cheney/Rumsfeld pulled back the airforce, ignored the suggestions of the Gore taskforce on airport security, and sent Junior to Crawford to await the "new Pearl Harbor" that they counted on. The terrorists were practicly invited to strike by the cabel.
