I don't think anything that was done in the Carter administration is relevant now. I won't bother to point out all the reasons but the largest issue was the tax bracket matter where my parents (who were certainly NOT rich) were taxed at over 50%. So even if you were a democrat in the purest form, it was clear that the tax rates were too high to generate any growth. So any and all tax cutting was prudent, for anyone.

My guess is that the reason Carter may have focussed on divs is because interest and passive income were some of the latest forms of income that were taxed at all. So he probably thought he could repeal those new taxes with less objections from Congress than income taxes since they were new taxes. Just a guess.
