That's easy. We've had so many examples, in recent history, of Presidents trying to wriggle out of their lies. Watergate. Iran-Contra. The definition of "is".

The general operating principles, will be:
1. try everything except telling the truth. Be very creative.
2. throw up as many distractions as possible.
3. wrap yourself in the flag, and the "dignity" of the Presidential office.
4. hire a herd of lawyers to delay everything, hopefully till the end of your term in office.
5. classify all incriminating evidence, for national security reasons.
6. make sure everybody who knows anything is a Team Player.
7. have a list of sacrificial lambs, fall-guys, as a last resort.

Imminent threat of attack was never a major theme. Now, you are right, if a massive intelligence failure, or, especially, a conspiracy to deceive about the existence of WMDs stockpiles could be proven, that would be a major scandal. But it is premature to make a determination on that score. As it stands, they have found the mobile labs anticipated; they have found stockpiles of precursory chemical agents, easily assembled to make banned chemical weapons; they have found plenty of protective gear and antidote doses; they have found manuals on chemical warfare in contexts which suggested on- going training; and they have had accounts from lower level functionaries about hide and seek efforts with the inspectors. This is a good time to wait and see.......
