Just speculating but Condi Rice was a Soviet Union specialist much of her career, and Powell never showed any discernible interest in Africa. He has hardly traveled there during his tenure at State. The Congo conflagration certainly didn't get much high level notice at all.

I am out of touch with the Africa hands I used to know at State. The foreign service tends to devolve into regional cliques with people doing multiple tours in one or two areas and getting to know similar types.

If I ever come across one and hear more about the background to the AIDS initiative I will post it here.
