they did not document, nor did they cooperate fully with the inspectors Kamel's testimony showed that they destroyed the chemicals, biologicals, and the documents. The order was to make it appear that there was no program at all and they were reasonably sucessful. The Rumsfeld team knew this, and that is why they were demanding these documents. The team was also encouraging the UN to play cat and mouse games without telling them that the real goal was to stall until the troops were ready to pounce on the oil. TP
