Friedman proposed the negative income tax as a more efficient means of delivering welfare. It was to REPLACE the inefficient tangle of institutions doling out the dole. The tangle remains and shows no signs of disappearing. Maybe time to admit defeat and get rid of what has become just another layer on the welfare cake.
