If you think that A, B, C and D are all good reasons for doing action X, and you feel that all of them are true, and you think that A will motivate people, B and C will be ineffective and D will turn people off, so you decide to stress A, that isn't being manipulative. In an ideal world you would want to explain them all in great detail. In the real world you have to have a sound bite that you can repeat, that will make the evening news, and be simple enough for 90+% of people to understand and remember. That is just how politics works. Tim
