Canada had 60,000 troops as of 1999 according to this:

state.gov

Still they are only spending 1.1% of their GDP on military, one third as much as the US. Being pals to the super power and living next door has its benefits, I guess.

Total US military forces 2001.. I don't have anything more recent, so you'll have to take away some from CONUS and Germany and put them in Iraq:
