As soon as it's made, it's a detectable and dangerous WMD. Make and distribute eliminates the need to store and secure.

The tractor by itself can be shipped spanking clean. Only a small seed is needed to start the process and the food mediums are likely very common and would raise no suspicion.

Early detection of the truck in transit is detecting a brewery or whatever. Not a WMD.

It's ingenious stealth and only when in or near the target location does one have to introduce deadly seed.

If the specific ones found would be deemed clumsy, gee, with time more advanced and efficient models could not be fabricated.

And even if all the dumb Iraqis did not figure out my simple scenario, maybe some terrorist did or would have.

It does not matter, The were WMD and it was a WMD development program.

Why 911, the right person was not in the right place to see the possibility. Idiots play the you should have blame game and idiots refuse to see that the possibilities like I suggest are not the same as the reality that is.

The reality is WMD's in spades have been found.
