Sometimes the chart patterns will help cause certain things to occur in the short or intermediate term in a stocks price no matter what the fundamentals say or the short interest is, which is why I like operating from that perspective even though it is far from perfect of course and I do experience setbacks.... A stock can certainly be overbought on a chart using standard or proprietary technical analysis systems, even if the short interest is astronomical. (in my opinion of course)
