On the other hand, for the areas where they intend installing FTTP, first, it's probably cheaper at this point to do it with fiber than to install new (or replace old) copper. And that is one of the important remaining questions that I don't think the FCC will properly address: Where, and under what terms, would they install it? First? Last?

Recall the reverse digital divide concept that we discussed earlier this year? Well, I think we're about to see the beginning of its unfolding, soon.
