A failure to do so would cause the Iraqis to surmise that they were better off under Saddam

Maybe it would cause the Sunni who benefited from the regime to do so. They were never going to love the regime change anyway. The Shi'a, of whom it seems every single family is now stepping up to say "We lost four, or seven, or ten, members to the regime," are likely to be a little more patient.
