You forgot the UN, they have a starring role. All the rest of the world's refugees are cared for, if they are, by UNHCR, whose mission is to return or resettle the refugees. But the Palestinians, no, they got their own agency - UNWRA - whose mission is to maintain them (and itself) in camps until they all go back to Israel.

Meantime, of course, the Jewish refugees of the Arab states were resettled by Israel and are now citizens of Israel. In fact, the Mizrahi (Eastern) Jews are the majority of citizens of Israel.
