A temporary, tactical, trivial gesture Followed by the "tactical, trivial" gesture of more suicide bombs, which is what rendered it temporary. Nothing you'd notice, I'm sure. Didn't you say that there is no difference between "martyrs" who risk their own lives for their beliefs, and "martyrs" who blow up others along with themselves for theirs?

I think its a gesture which will make it easier for groups like Hamas and Islamic Jihad to send in suicide bombers. Dozens/hundreds of his own citizens might die as a result of this gesture. That doesn't seem trivial to me.
