That might also account for some news I read this weekend stating that the U.S. has finally overtaken Russia to have the highest percentage of its citizens behind bars than any other country in the world.

Highlights of the article were:
-Over 2 million currently locked up in U.S.
-In 1980, 40,000 Americans were locked up for drug offenses.
-Currently, 450,000 folks locked up for drug offenses.
-Justice Dept. reports that last year, 1 in 8 black men in their 20's and early 30's were behind bars, compared to 1 in 63 white men.
-Justice Dept. reports that the chance of a black man going to prison in his lifetime is 1 in 3.
-41% of U.S. black, male, high school dropouts between 22 and 30 were locked up in 1999.
