...much of bilingual education's difficulty in California was due to a lack of properly trained bilingual teachers. These teachers were not able to implement a good bilingual curriculum because they did not have the necessary language fluency or instructional experience.

Sorry, I do not go along with this one...bi-lingual classes get half the amount of work done that should be accomplished. Effectively, an 8th grader coming from a bi-ling school life has an education of a 4th grader in an all-English environment from a decent public school. Take a look at the reading scores...
